The new elites alter the overall structure of elite and class relations within the imperial or hegemonic polity, creating new sorts of conflicts and a new dynamic of structural change.ĢAncient empires, modern empires, and hegemons provide openings for different sorts of elites, and therefore have different dynamics of conflict and change. When a polity becomes an empire or a hegemon, or even a regional power, it gives rise to new elites, some of whom remain abroad and exert influence on metropolitan politics only indirectly, while others return home or exploit their polity’s foreign holdings without ever leaving the metropole. 1All polities since the advent of capitalism, and almost all large-scale polities in the millennia before then, have been ruled by multiple elites.
